Our client is a leading manufacturer of light rail vehicles in the U.S. The company"s mission is to supply high quality rolling stock to transit agencies on time and under budget. Their vehicles can be seen successfully transporting commuters in major cities across the U.S. including LA, Seattle, Phoenix, Santa Clara, Dallas, Jersey City and Boston.

They currently have a contract to perform midlife overhauls on the P2250 fleet of light rail vehicles running along the Gold Line. The 50 LRVs were manufactured by AnsaldoBreda from 2008 through 2012. The scope of work for the overhaul program includes the following systems and safety components: vehicle door systems, propulsion system controllers, friction brake system controllers, trucks, automatic train control (ATC)/automatic train operation (ATO) system controllers, heating and air conditioning (HVAC) system, and communication system controllers.The work will be performed at Kinkisharyo"s facility in Palmdale, California and is estimated to take four and a half years. The Palmdale facility is also completing work on Metro"s order for 235 P3010 LRVs, the first 21 of which entered Gold Line revenue service on March 5, 2016.

They are looking for a Quality Control Manager to be responsible for overseeing the inspection, test, commissioning, and warranty support of the Light Rail Vehicles (LRVs) produced for the Los Angeles County Metropolitan Transit Authority (LACMTA).

Primary Responsibilities:
- Plan, coordinate, and direct the Quality Control program activities designed to ensure continuous production
of LRVs consistent with Company standards and contract specifications.
- Oversee the QC department and staff responsible for the LRV testing, commissioning, and warranty activities.
- Coordinate and/or support investigations regarding quality, reliability, site coordination, etc.
- Organize and coordinate training activities related to LRV, testing, quality standards and reliability.
- Schedule and forecast budget for the project.
- Facilitate daily commissioning meeting to provide updates on warranty, NCR, parts, ENs, CA, and vendor
- Facilitate daily Conditional Acceptance (CA) meeting to provide status and plan for closing open items.
- Facilitate weekly Capital Spares meeting with Metro.
- Facilitate weekly NCR Team meeting to provide status and plan for return of parts borrowed from Metro
- Facilitate Bi‐weekly EN Tiger Team meeting with Metro and report on ENs, TOA 2, EN 431 J connector, and
Metro support statistics.
- Provide weekly Stat 5 average quantity per site report at Metro meeting.
- Facilitate weekly Conditional Acceptance Inspector plan meeting.
- Provide back charge record and form to the Accounting.
- Provide weekly TOA2 report to the Program Management.
- Review and approve expense reports, NetSuite purchases, and procedures of the QC department.
- Assist with special projects as assigned by QA & QC General Manager.

Job Requirements


Position Requirements:
* Visa sponsorship is not available
* Bachelor's degree preferred.
* 8+ years of manufacturing experience in rail transportation industry and knowledge of LRV functions
* 5+ years of supervisory experience.
* Must fully understand quality control requirements and be able to manage/direct a staff to implement the
appropriate policies and procedures, etc.
* Requires electrical/electronic and mechanical knowledge to support LRV manufacturing, test and warranty.
* Must be able to perform assignment in a challenging environment while maintaining composure and make
good decisions under stressful situations.
* Organizational, communication and negotiation skills to effectively manage Customer expectations and Staff
* Proficient in Microsoft Office (Word, Excel), Quality System or related software.
* May require traveling between multiple test locations in Southern California as needed.
