Our client is seeking a Procurement & Contract Management Specialist to work on the Main Line-1 (ML-1) Upgradation Project in Pakistan.

This is an intermittent assignment with 100 Work Days spanning from 5 October 2026 to 30 September 2027. 

This Job will close on 27 September 2026. 
 
The Specialist will provide advisory support on the overall FIDIC contract strategy for the civil works, S&T, O&M, and other project contracts, including review of appropriate FIDIC forms (Red, Yellow, Silver, or other applicable Books), bidding and contract documents, Particular Conditions, Employer's Requirements, and key contractual and commercial provisions. The Specialist will advise on appropriate contractual, technical, interface, and commercial risk allocation, contractor design responsibilities, payment mechanisms, performance requirements, contract-specific KPIs, milestones, incentives and remedies, as well as provisions relating to variations, extensions of time, delay damages, price adjustment, securities, testing and commissioning, warranties, and O&M/maintenance obligations. The Specialist will also advise on contractual interfaces among civil works, S&T, railway operations, O&M arrangements, and other project packages.
 
The Specialist will provide contractual and commercial advice during procurement, bidder clarifications, negotiations, and pre-award stages, as required, and provide specialist advice on major claims, variations, contractual risks, performance issues, and dispute avoidance matters referred by the PIU. The Specialist will also support the development of practical contract performance monitoring frameworks, KPIs, payment and performance-linked mechanisms, and provide FIDIC training, guidance, and knowledge transfer to PIU and relevant project staff.

 
Job Requirements

 

* Master's degree (16 years of education) in Civil Engineering, Construction Management, Law, Business Administration, or a related discipline from an internationally recognized institution; a professional certification in contract/claims management (e.g., FIDIC Contract Management/Adjudication training, RICS, CIArb, PMP) shall be an advantage, commensurate with the seniority of this post. 
* Minimum 15 years of relevant experience in major infrastructure/construction projects, with substantial experience in FIDIC Red, Yellow, Silver or other relevant Books, including preparation/review of bidding documents and Particular Conditions. 
 * Proven experience in contractual risk allocation, payment mechanisms, performance requirements, variations, claims, dispute avoidance, and contractor-design/interface arrangements, preferably in railway, transport, or other complex infrastructure projects; experience with MDB-financed projects is an advantage. 
 * Demonstrated experience coordinating with supervision consultants, contractors, and legal advisors on contract matters. 
 * Proficiency in MS Office and standard contract/project management software.
