Our client is seeking an Urban Development Specialist (Team Leader) to work on the Sustainable Transport Development Diagnostic in Bataan Province. The expert will review the current master plan and review, assess, and integrate transportation infrastructure to the urban planning, design and sustainable transit solutions. This is an intermittent contract assignment with estimated 33 Work Days between 28 September 2026 and 28 December 2026. This Job will close on 27 September 2026.

 

Detailed Tasks and/or Expected Output      

1. Work as Team Leader and lead the consultations with several stakeholders.

2. Review current Master Plan, other transport plans and urban development plans, and evaluate consistency among them

3. Integrate transport planning with land use planning to deliver a plan unit development initiative that facilitates compact, dense, mixed-use, and transit-oriented developments.

4.Integrate the active transportation infrastructure to the urban planning and design including sidewalks, bike lanes, pedestrian-friendly streets, and cycling networks.

5.Integrate sustainable transit solutions such as light rail transit, bus rapid transit, and water transit system (driven by the demand for public transit and identify potential routes).

6. Assess current transport operation, infrastructure, and related institutions, considering potential impact of the construction of the Bataan-Cavite Interlink Bridge, and identify the development needs.

7. Suggest measures to improve the physical, operational, and institutional efficiency of multimodal connectivity.

7. Conduct diagnostic analysis along with stakeholder consultations, collaborate with urban planners, transportation engineers, and stakeholders to develop sustainable transport plans, and identify a candidate list of key priorities

8. Prepare the Sustainable Prosperous, Climate Resilient, and Inclusive Transport Development Diagnostic, considering consistency with other transport plans and urban development plans.
