Our client is seeking a Project Controller to provide integrated project controls support for ETCS Sector 1 North development projects associated with the future deployment of ETCS south of Elimbah. The role establishes and maintains reliable cost, schedule, risk, change and reporting controls through the development lifecycle, supporting scope definition, option assessment, business case and investment decision activities, procurement readiness and transition into delivery. The Project Controller will consolidate information across multiple development workstreams and provide accurate, timely and decision-ready insight on progress, forecast cost, milestones, dependencies, risks and emerging scope, while maintaining a clear and auditable control environment.

Core scope for this role will include, but will not be limited to:
- Establish and maintain proportionate project controls arrangements for development projects, including the controls calendar, work breakdown structure, cost breakdown structure, baseline records, reporting templates and governance requirements.
- Develop, maintain and assure integrated development schedules covering scope definition, technical studies, stakeholder inputs, approvals, business case and investment gates, market engagement, procurement preparation and key delivery-readiness milestones.
- Maintain project budgets and forecasts, including actuals, commitments, accruals, Estimate to Complete, Estimate at Completion, cash flow and funding requirements, aligned with TMR financial systems and QTRIP requirements where applicable.
- Work with Project Managers and technical leads to develop credible cost and schedule estimates, including basis of estimate, assumptions, exclusions, escalation, contingency and risk allowances appropriate to the maturity of each development workstream.
- Coordinate monthly and ad hoc reporting, providing concise analysis of progress, milestone performance, budget, forecast, variance, risk, change, dependencies and decisions required.
- Maintain and reconcile project controls data across approved source systems, schedules, financial records and local management tools, ensuring clear data ownership, version control and auditability.
- Support risk and opportunity management, schedule risk analysis and contingency assessment, ensuring risks, changes and forecast impacts are treated consistently and without duplication.
- Maintain change control and trend management processes, including identification, impact assessment, approvals, baseline updates and traceability of scope, cost and schedule movements.
- Monitor cross-project interfaces and dependencies with S1N delivery, Sector 1 South, The Wave, B2N, Queensland Rail and other relevant projects, and escalate threats to development milestones or investment decisions.
- Prepare project controls inputs for governance forums, investment submissions, briefing notes, procurement documentation and assurance reviews.
- Support transition from development into procurement and delivery by ensuring approved scope, schedule, cost, risk, assumptions, decisions and baseline information are complete, controlled and transferable.
- Drive continuous improvement in data quality, forecasting discipline, reporting efficiency and project controls capability across the ETCS development portfolio.

 
Job Requirements

 

- 5+ years relevant demonstrated experience in project controls on major infrastructure programs, preferably rail, including experience during project development, planning or business case phases.
- Demonstrated capability in integrated cost and schedule control, forecasting, variance analysis, change control, risk integration and management reporting across multiple concurrent workstreams.
- Hands-on proficiency with project controls and reporting tools such as Primavera P6, SAP, Unifier, advanced Excel and Power BI, or comparable enterprise systems.
- Ability to work effectively where scope and estimates are evolving, and to communicate the level of maturity, uncertainty, assumptions and confidence underpinning cost and schedule forecasts.
- Experience supporting business cases, investment submissions, procurement planning or transition from development into delivery is highly desirable.
- Rail systems, signalling or ETCS experience is desirable but not essential.
- MUST have Australian work permit or Australian residency
