Our client is seeking a Railway Network Planner (International) for an intermittent assignment to assist in reviewing and validating deliverables related to the key aspects of the feasibility study for the Subic-Clark-Manila-Batangas (SCMB) Railway Project being prepared by the Main Consultant engaged by DOTr under the IPIF. Specifically, the individual consultant will review the deliverables related to the tasks (i) transport model surveys and (iii) traffic demand modelling and forecasting.
 
This is an intermittent assignment with 40 Working Days spanning from August 2026 to July 2027 including 10 Working Days in Manila (2x 5 Working Days).
 
This Job will close 23 July 2026.
 
Detailed Tasks and/or Expected Output
The Railway Network Planner (International) will carry out the following detailed tasks, in coordination and collaboration with the Railway Alignment Specialist (freight) (International) to be engaged by the client with the same objective in relation to the SCMB Railway project.  
 
(i) Review the available literature relevant to the SCMB Railway Project as well as other related transport infrastructure projects in the Philippines. Conduct desktop research on the key infrastructure along the LEC which should impact the development of the Project and understand their current status, challenges, and relevance to the assignment.
(ii) Select cases studies of successful development of freight railway services, conduct a high-level analysis of requirements and challenges for such successful cases, and assess their application to the context of the SCMB Project including identification of gaps.
(iii) Review and validate the outputs of the Main Consultant related to the following areas of their consulting service for preparation of feasibility studies to help establish technical and economical viability of the planned freight services under the SCMB Project.
(iv) Review any other aspects/deliverables of the Main Consultant than those specified in the above table as deemed necessary for purpose of the assignment.
(v) Submit monthly progress reports, summarizing activities performed in each month, progress towards respective deliverables, major issues encountered and proposed approach for addressing such issues,
actives planed in the following month.
(vi) Plan a visit to the project site as deemed necessary for the purpose of the assignment.
(vii) Participate in meetings, workshops, site visits etc. conducted as part of the Main Consultant's assignment and contribute with presentations, comments, feedbacks etc. as requested by the client's project team.

 
Job Requirements

 

The individual consultant shall have relevant experience in planning and developing national, regional or international freight railway connectivity. Specifically, the individual consultant should have the following experience:
(i) Bachelor's degree in transport planning, transport engineering, civil engineering, or any other related field.
(ii) In addition, another degree complementary to the objective and the detailed tasks of the assignment, such as logistics, supply chain management, business management, transport economics will be considered as an advantage.
(iii) 12 years or more of experience in railway planning and design which should include experience related to freight railway.
(iv) Demonstrated experience in developing transport demand forecasting models including those for freight railway projects
(v) Skilled use and experience of using transport modelling software (e.g. CUBE, TransCAD, VISUM, or SATURN etc.) is required.
(vi) Experience of working with multilateral development agencies is advantage. Experience of working with the client will be preferred.
(vii) Experience in developing countries including the Philippines is favourably considered.
