We are bidding for work on the Malolos–Clark Railway Project in the Philippines, and we are seeking suitably qualified and experienced candidates for the role of Monitoring & Evaluation Expert (3 person-months). 

 

This Job closes on 10 July 2026. 

 

Responsibilities:

• Assess existing monitoring and evaluation frameworks, performance indicators, and reporting processes across the client's Rail projects.

• Support the design and prototyping of interactive dashboards and data visualization tools for tracking project performance.

• Provide inputs to the development of the Digital M&E Roadmap, including performance indicators, reporting structures, and evaluation methodologies aligned with the national DIME system.

• Design training modules and content frameworks on data collection, performance analytics, and report automation.

• Lead international benchmarking and recommend adaptable best practices from global transport projects.

* Bachelor's degree or diploma in engineering, construction management, project management, or other relevant fields

* At least 10 years of international experience delivering complex infrastructure/rail projects.

* Demonstrated experience in handling monitoring & evaluation as a major Contractor/Consultant or Project Client

* Experience in data analytics, process automation, data modelling, data capture, or related digital monitoring and evaluation tools would be an advantage.

* Experience working on ADB-financed, or similar international organizations, projects would be highly valued.
