We are bidding for work on the Malolos–Clark Railway Project in the Philippines, and we are seeking suitably qualified and experienced candidates for the role of Procurement and Contract Management Specialist (2 person-months).

This Job closes on 10 July 2026.

Responsibilities:

• Develop standardized procurement, contract management, and benchmarking tools covering scopes of services, deliverables, variations, and time-related provisions.

• Develop and refine the consultancy performance evaluation framework and value-for-money assessment manual.

• Develop training modules and materials on claims management, contract implementation including variation order evaluation, and renewal submissions.

• Design tools and templates for benchmarking consultant rates, deliverables, and staff deployment.

• Recommend KPI-based incentivization mechanisms and performance-linked payment structures.

Job Requirements

• Bachelor's degree in construction law, engineering, construction management, project management, or other relevant fields

• At least 15 years of relevant experience in procurement, contract management, and delivery of complex infrastructure projects involving multiple components, preferably railway projects.

• Demonstrated experience in procurement planning, preparation of bidding and contract documents, contract administration, claims management, dispute resolution, and compliance with FIDIC or equivalent contract conditions. A candidate with a qualification related to internationally accepted contract conditions such as FIDIC will be highly prioritized.

• Experience with leading Contractors/Consultants in major railway projects is preferred.

• Experience working on ADB-financed, or similar international organizations' projects would be highly valued.
