We are bidding for work on the Malolos–Clark Railway Project in the Philippines, and we are seeking suitably qualified and experienced candidates for the role of Railway Project Management Expert/Team Leader (3 person-months).

This Job closes on 10 July 2026.

Responsibilities:

• Provide overall management, coordination, and quality assurance of the consulting team's activities.

• Lead the design of standardized consultancy performance management and benchmarking frameworks aligned with client's objectives and requirements.

• Guide the integration of project planning, cost management, contract structuring, and monitoring approaches into coherent and practical tools for client's Rail use.

• Ensure all reports and deliverables meet the client's quality standards.

• Serve as the principal liaison between the Consultant, the client, and other project stakeholders.

• Present findings and recommendations during coordination meetings, evaluations, and steering committee sessions.

Job Requirements

* Chartered membership or equivalent professional certification from a recognized international professional organization, such as the Project Management Institute (PMI), Association for Project Management (APM), Chartered Institution of Civil Engineering Surveyors (CICES), Institution of Civil Engineers (ICE), or equivalent organization in project management, railway engineering, civil engineering, infrastructure management, or related discipline is preferred.

* Bachelor's degree in railway engineering, civil engineering, project management, infrastructure management, or related discipline is required.

* Master's degree in railway engineering, civil engineering, project management, infrastructure management, or related field is highly valued.

* Minimum of 15 years of international experience in project management and delivery of large-scale railway or infrastructure projects, including coordination of multidisciplinary consultants and contractors.

* Demonstrated experience in railway project management, project coordination, contract management, and stakeholder coordination for major railway or infrastructure projects is preferred.

* Experience working on ADB-financed, or similar internationally financed infrastructure projects would be highly valued.
