Our client is seeking a Commercial Manager to work on the Roma Street Station Surface Integration (RSSSI) Project in Brisbane, Australia. This is a full-time role for 12 months with possible extension.
This Job will close on Thursday 18th June at 2pm Brisbane time.
The Commercial Manager will lead the commercial, procurement, contractual and cost management functions through the Development Phase and into delivery readiness. The role will contribute towards ensuring the project is positioned to be delivered in a safe and integrated way within time, quality, cost and stakeholder expectations.
You will be responsible for leading and managing commercial workstream activities across the project, including coordination of advisors, consultants and contractors within a multi-disciplinary team.
Key responsibilities of the Commercial Manager role include:
* Working closely with the Project Director, provide high-level leadership, organisation, development and management across the commercial workstream to ensure the project is appropriately positioned for procurement and delivery.
* Lead development of the Procurement Plan to support PAF Gate 4 approvals and broader governance requirements.
* Manage pre-contract commercial activities, including development of the commercial framework, procurement strategy, contract model and procurement documentation.
* Work closely with the client's Legal to develop the construction contract and associated agreements, ensuring alignment with project objectives, risk allocation principles and governance requirements.
* Lead the development of the Delivery Stage Project Agreement and any required variations to existing agreements with key stakeholders, including Queensland Rail.
* Provide leadership and coordination across commercial interfaces, including with the Transaction Advisor, Cost Estimator, RIDO Property team and other project advisors.
* Manage procurement and contract activities for enabling works packages and early works as required.
* Lead cost estimation and cost management activities, including oversight of estimates, cost plans, cost reporting and budget inputs to governance submissions.
* Support budget management, cost control and contingency management to ensure the project remains within approved funding parameters.
* Lead the engagement and establishment of contract administration and verification services required for the delivery phase.
* Coordinate and lead development of access agreements in association with the RIDO Property team.
* Anticipate, investigate and address complex commercial, procurement, contractual and legal-interface matters associated with delivery of a major brownfield rail project.
* Act as an escalation point and provide strategic direction for resolution of complex commercial issues and risks.
* Provide specialist commercial advice to the Project Director, executive stakeholders and governance forums, including preparation of briefing materials and submissions.
* Prepare and contribute to commercial inputs for governance approvals, procurement recommendations and contract approvals.
* Transition into management of delivery-phase commercial matters, including variations, payment claims, reporting and contract performance once the project enters delivery.
