We are bidding for work on the Malolos-Clark Railway Project (Tranche 2) CDC2 Project Implementation 

 

We are bidding for work on the Malolos–Clark Railway Project (Tranche 2) to provide the client with support in reviewing and updating the Master Implementation Plan (MIP) and are looking for a number of experts including a Finance Expert. The person will be needed for 1 man month over a 6 month period.

The objectives of the consulting services are to provide the client with support in reviewing and updating the Master Implementation Plan (MIP) which refers to the overall project timeline/schedule consisting of right-of-way and site acquisition schedule, construction schedule, and other relevant project activities. The MIP is prepared by the GCs through compiling the work programs submitted by the Contractors of the NSCR System and maintained by the client. The objectives also include a diagnosis of key implementation challenges and resource requirements for the updated MIP and prepare a preliminary proposal for implementation capacity development program.

Responsibilities:

- Review the budget strategy for the NSCR Project, including counterpart funding arrangements and financing structure, from a financial sustainability perspective.

- Review the proposed disbursement schedule

- Review the revised financial and economic feasibility indicators (e.g., FIRR, EIRR) prepared by the GCs and confirm compliance with applicable ADB, JICA, and DEPDev guidelines.

- Provide advisory inputs on the interpretation of financial and economic results for use in the project reapproval documentation and submissions.
