We are bidding for work on the Malolos–Clark Railway Project (Tranche 2) CDC2 Project Implementation Review and Capacity Development Support for Railway Projects and we are seeking suitably qualified and experienced candidates for the role of Railway Programming Expert/Team Leader. 

These are intermittent contract assignments with the number of person-months stated below.
 
The objectives of the consulting services are to provide the client with support in reviewing and updating the Master Implementation Plan (MIP) which refers to the overall project timeline/schedule consisting of right-of-way and site acquisition schedule, construction schedule, and other relevant project activities. The MIP is prepared by the GCs through compiling the work programs submitted by the Contractors of the NSCR System and maintained by the client. The objectives also include a diagnosis of key implementation challenges and resource requirements for the updated MIP and prepare a preliminary proposal for implementation capacity development program.
 
Railway Programming Expert/Team Leader (3 person-months, intermittent)

Responsibilities:
- Manage and coordinate all activities of the Consultant's team;
- Ensure the timely and quality delivery of all outputs;
- Provide expert guidance on project programming, scheduling, and cost verification;
- Ensure that all reports and documents comply with the requirements of the DOTr and the funding partners;
- Serve as the main liaison between the Consultant, the DOTr, and other stakeholders;
- Oversee the preparation and submission of reports and deliverables; and
- Provide technical and advisory support during meetings, evaluations, and loan-related negotiations.

 
Job Requirements

 

- A chartered member of a recognized professional organization in Project Management, Engineering, or related discipline.
- Relevant bachelor's degree in Engineering, Project Management, or related discipline is required.
- Relevant master's degree in engineering, Project Management, or related field is highly valued.
- Minimum of 15 years' relevant experience in project planning, programming, and scheduling of large-scale rail or infrastructure projects.
- Demonstrated expertise in the use of advanced project scheduling tools (e.g., Primavera P6, MS Project) for developing, updating, and monitoring complex project implementation plans.
- Lead Contractor/Consultant experience in major railway projects is preferred.
- Experience working on ADB, or similar international organizations financed project is valued.
