Our client is engaged on the TIRP-2 Project in Tanzania, and they are seeking suitably qualified and experienced Experts for the role of Railway Open Access Specialist (6MM Man-months duration).
The Second Tanzania Intermodal and Rail Development Project (TIRP-2), supported by a US$200 million World Bank IDA credit, aims to rehabilitate Tanzania's metre-gauge railway (MGR) network, focusing on improving safety, climate resilience, and efficiency between Dar es Salaam and Isaka. Launched in July 2025, it covers 2,707 km of track.
Responsibilities:
* Conduct training to TRC staff and management on open access matters;
*Prepare model for infrastructure sharing policy;
* Guide TRC management to prepare open-access user fees guidelines and manuals;
* To conduct study for the establishment of open open-access framework in Tanzania;
* Establish a legal procedure for issuing, suspending and revitalizing train operating licenses for the new system;
* Establish a procedure for resolving disputes that shall arise during operation;
* Enabling TRC in providing an open access to multiple operators on a fair and non-discriminatory basis.
