Our client is seeking services of an in-house Rail Safety Director to provide specialist advice and guidance for the pre-procurement, procurement and delivery stages of The Wave (Rail) project. This role will report to the Executive Director (Governance and Controls), The Wave (Rail). The Rail Safety Director will also act as the client's key representative for The Wave (Rail) projects for all safety-related matters and provide strategic safety-related advice to the leadership team.
 
This role is full time with candidates expected to spend majority of time office based in Brisbane. Travel will also be expected between Project Offices and key stakeholders in Brisbane and the Sunshine Coast.
 
Delivery Period will be from 15 November 2025 to 31 December 2026, with the opportunity for extensions.

Position Responsibilities:
Accountabilities include, but not limited to:
* Act as the lead for all safety matters for The Wave (Rail) project, focusing on building and maintaining strong relationships with key stakeholders, including construction contractors, Queensland Rail, and the Office of the National Rail Safety Regulator (ONRSR), WHSQ, Emergency Services where relevant, in accordance with relevant legislation, policies and frameworks.
* Provide strategic advice to The Wave (Rail) project leadership team on health, safety and psychosocial safety obligations.
* Design, implement and monitor safety assurance activities to ensure consistency across all delivery packages, including but not limited to Workplace Health and Safety (WHS) planning, incident management, investigations, inspections, audits, training, reporting, interfaces, and procurement.
* Develop, review and provide guidance on contractor safety assurance and WHS content (e.g., standards, procedures, guidance, tools, reports).
* Undertake and consolidate comprehensive safety performance reporting, planning, scheduling and coordination of third-party audits across the packages.
* Lead and contribute to WHS assessments, maintaining The Wave (Rail) project's safety risk register and monitoring the implementation of control and treatments.

Skills and capabilities:
* Tertiary qualifications in business, engineering, safety, or a related field
* Proven leadership experience in large-scale infrastructure construction programs, ideally in the rail or transport infrastructure sector.
* Demonstrated ability to provide assurance and oversight of contractor performance in complex, high-risk environments.
* Excellent stakeholder engagement skills with the ability to build productive relationships across government, regulators, industry partners, and the community.
* A collaborative leadership style with experience developing and mentoring multidisciplinary teams.
* Exceptional communication and influencing skills, with the ability to convey complex concepts to diverse audiences.
* Strong strategic and analytical skills, with the ability to design and implement initiatives that enhance safety performance, operational outcomes, and data-driven decision-making.
* Hold current training qualifications required to access and inspect works on a Queensland Rail corridor, for example Safely Access the Rail Corridor (SARC).
* Hold lead auditor qualification
* Hold a current Queensland Construction White Card.
* Demonstrated knowledge and ability to provide advice on all legislative, regulatory, advisory and best practice standards, particularly around rail safety (Rail Safety National Law) and workplace health and safety.
* Demonstrated significant experience in providing safety advice, conducting inspections and co-ordinating 3rd party audits on rail infrastructure projects.
* Demonstrated experience in managing WHS non-conformances of principal contractors working on rail projects.
* Demonstrated experience in incident investigation in the civil construction industry.
* Proven ability to provide high level reporting and briefing on rail safety and WHS matters to leadership team.
* Demonstrated ability to draft complex correspondence, reports, briefing notes, submissions and other correspondence in accordance with departmental standards.
* Proven ability to build and sustain business relationships to enable collaborative approach with internal personnel and stakeholders.
* Capability to work in a close, multi-faceted team environment
* Receiving and reviewing safety legislation, regulation and industry codes and standards to ensure the branch and projects maintain relevant compliance.
* Excellent ability to use a range of Microsoft Office and other relevant software products advanced MS Word, Excel, PowerPoint, and Outlook.
* Hold a current Open driver's licence.
* Ability to obtain and maintain a criminal history clearance due to access to sensitive data
