Our client is bidding for work on the Abu Dhabi - Dubai HSR Project and they are seeking suitably qualified and experienced candidates for the role of Risk Manager.

Job Summary:
The Risk Manager will be responsible for identifying, assessing, and mitigating risks associated with the Dubai HSR Project throughout its lifecycle. This includes strategic, operational, financial, and compliance risks. The Risk Manager will work closely with internal teams, contractors, consultants, and external stakeholders to develop and implement a robust risk management framework, ensuring the project is delivered on time, within budget, and in compliance with safety and quality standards.  HSR design and implementation experience is preferred for all Technical Roles.
Key Responsibilities:
- Develop and implement the Project Risk Management Plan in alignment with international standards (e.g., ISO 31000).
- Identify and assess risks (threats and opportunities) across all project phases – planning, design, procurement, construction, commissioning, and operations.
- Maintain and update the risk register, tracking risk status, ownership, response strategies, and mitigation actions.
- Lead regular risk workshops, reviews, and audits with key stakeholders, consultants, and contractors.
- Collaborate with planning and scheduling teams to conduct quantitative risk analysis (QRA), including Monte Carlo simulations and cost/schedule impact assessments.
- Support contract and procurement teams in developing risk-based evaluation criteria and contingency planning.
- Coordinate with the safety, quality, and environmental teams to ensure integrated risk compliance (HSE, legal, regulatory).
- Prepare and deliver risk reports and dashboards for senior management and government authorities.
- Monitor emerging risks and update strategies based on evolving project dynamics and geopolitical/economic trends.
- Act as the focal point for all risk-related communications with external agencies, insurers, and auditors.

 
Job Requirements

 

A Senior Construction Manager/Design Manager/ Project Manager shall have a construction / engineering related university degree, preferably a Master's degree or have Chartered Engineer Status, with not less than 15 years' experience in management of works of a similar nature as applicable to the designated position.
HSR design and implementation experience is preferred for all Technical Roles.
