Our client is bidding for work on the Abu Dhabi - Dubai HSR project and they are seeking suitably qualified and experienced candidates for the role of HSE Manager.

Job Summary:
The HSE Manager will lead the development, implementation, and management of the Health, Safety, and Environmental strategy across all phases of the Dubai High-Speed Rail Project. This role ensures full compliance with UAE laws, international HSE standards, and project-specific requirements, with a strong focus on implementation and enforcement at the site and systems levels. The HSE Manager will oversee contractors and subcontractors to maintain the highest safety and environmental performance throughout the project's lifecycle. HSR design and implementation experience is preferred for all Technical Roles.
Key Responsibilities:
- Develop and implement the Project HSE Management Plan in compliance with ISO 45001, ISO 14001, and UAE regulations.
- Set and monitor HSE performance objectives, KPIs, and reporting frameworks.
- Conduct and oversee risk assessments, JSAs, method statements, and permit-to-work systems.
- Ensure site-wide HSE compliance across all phases: design, construction, commissioning.
- Lead regular inspections, audits, and incident investigations, implementing corrective actions.
- Supervise contractors and subcontractors to ensure alignment with project-specific HSE protocols.
- Coordinate and deliver HSE training, inductions, and safety awareness programs.
- Manage emergency preparedness and response plans across all project zones.
- Prepare and present HSE reports to senior management and regulatory authorities.
- Foster a "Zero Harm" safety culture and drive continuous HSE improvement initiatives.
- Lead and mentor a team of HSE officers, advisors, and site coordinators.
- Liaise with local authorities, inspectors, and auditors for compliance and approvals. 

 
Job Requirements

 

A Senior Construction Manager/Design Manager/ Project Manager shall have a construction / engineering related university degree, preferably a Master's degree or have Chartered Engineer Status, with not less than 15 years' experience in management of works of a similar nature as applicable to the designated position. HSR design and implementation experience is preferred for all Technical Roles.
